(2) Foreigner’s Changing License

Application documents:

(1) For a Chinese holding a foreign driving license: original ID card, original passport, original foreign motor vehicle driving license. If the documents are not made in Chinese, the driver shall provide the Chinese translations (translated in the translation company filed in the vehicle administration office). The driver who is not registered resident of Qingdao shall present the temporary residence permit or the temporary accommodation registration form.

Note: The mainland resident who holds a foreign motor vehicle driving license shall pass the tests of subject I, subject II and subject III if he/she stayed in the country or region that issuing the license for less than 3 consecutive months when getting this driving license or whose foreign motor vehicle driving license is out of the period of validity.

Note: The following information shall be mainly confirmed: the driving license proves the independent driving qualification and is not a temporary license; the identity information of the applicant complies with the information on the driving license; the driver is over 18 years old; the driving license complies with the template provided by the general application platform; the date of issuing the driving license is within the reasonable time range of the driver’s exit and entry record. In any of the following circumstances where the rationality of the foreign driving license cannot be identified, the concerned party shall be notified to submit the consular authentication issued by the embassy (consulate) in China of the country issuing the foreign driving license:

　　a. The allowed vehicle types on the driving license don’t comply with the concept and scope of allowed vehicle types of China;

　　b. The foreign driving license was obtained during a short-term travel;

　　c. The driving license is difficult to identify due to rough workmanship or blurred printing;

　　d. The format and the content of the driving license don’t comply with the template;

　　e. Despite the record of exit from and entry to the country issuing the driving license, the date of issuance is not within the period of stay in that country;

　　f. The driving license has a prefix such as “TEMPORARY” or “LIMITED TERM” and the concerned party raises an objection to the meaning;

   g. Other circumstances not able to identify at the moment.

(2) For a foreigner holding a Chinese driving license: original passport, visa valid for at least 90 days, original foreign motor vehicle driving license. If the documents are not made in Chinese, the driver shall provide the Chinese translations (translated in the translation company filed in the vehicle administration office). The driver shall also provide a temporary accommodation registration form issued by the police station and three 1” photos with white background.

Process:

- Go to No.23 window of the service hall for document examination;

- After the documents are approved, go to the police-post cooperation hall for information collection;

- Go to No.8 window of the police-post cooperation hall for health examination;

- Go to No.23 window of the service hall with the application form;

- The driver applying for a driving license of category C shall go to No.3 window of the service hall for payment and No.23 window for reserving the test (for subject I, in Xifuzhen test field every Wednesday);

- The driver applying for a driving license of category B or higher level shall go to No.3 window of the service hall for payment and No.23 window for reserving the test (for subject I, subject III: safe and civilized driving theory test). After successfully passing all the tests, the driving license will be issued.

Charges for application for allowed vehicle types of category B or higher level: health examination fee: RMB 40 (Lujiafeifa[2005]No.53), subject I test fee: RMB 80 (Lujiafeihan[2015]No.51), subject III test fee: RMB 200 (Lujiafeihan[2015]No.51), subject IV test fee: RMB 40 (Lujiafeihan[2015]No.51), license making fee: RMB 10 (Fagaijiage[2017]No.1186).

Charges for application for allowed vehicle types of category C: health examination fee: RMB 40 (Lujiafeifa[2005]No.53), subject I test fee: RMB 80 (Lujiafeihan[2015]No.51), license making fee: RMB 10 (Fagaijiage[2017]No.1186).
