One-Window Service
Since 30 August, 2021, Qingdao government has combined the application formalities for work permit and residence permit of foreigners in Qingdao, changing the former serial examination into the parallel examination, so as to reduce the duration of application for the two permits from 12 working days to 7 working days, which has greatly increased the service efficiency.
“One-window service” has been realized. At the window G40, Floor 3, Qingdao Citizens’ Center, the working places of Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau are arranged together. The enterprises’ clerks and foreigners don’t have to run between the two windows any more. To give convenience to enterprises, the two organs work together at the same window for the first time. Behind this news is the change of thinking of the two organs from “placing the authorities in center” to “placing the market subjects in center”.
“Two permits” are issued at the same time. Besides “two organs at a window”, Qingdao government has also realized “two permits with a set of documents”. When applying for the work permit and the residence permit, the applicant can only prepare a set of documents and fill in a set of sheets and submit an application. The duration of getting the two permits has been reduced from 12 working days to 7 working days. From the external “physical synergy” of working places and staffs to the internal “organic fusion” of business processes and working steps, the two organs cooperate both inside and outside to satisfy the object of service.
Next, Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau will comply with the requirements of deepening the reform of decentralization, combination of administration and decentralization and optimization of service, promoting the government services to masses and optimizing the business environment, meet the expectations of foreign enterprises and foreigners, jointly keep overcoming difficulties and reforming the processes and further reduce steps, duration, documents and formalities in order to introduce, keep, move and use foreign talents to help Qingdao build a benchmark of international innovative city during the 14th five-year plan period.

Process of application for work permit and resident permit of foreigners in Qingdao
The employer logs in the “Management and Service System for Foreigners Working in China” (website: http://fuwu.most.gov.cn/lhgzweb/), submits relevant application documents for work permit on line and uploads the “one-window service” application template as attachment.
The employer makes enquiry in the “Management and Service System for Foreigners Working in China”. After passing the “first-level examination”, the employer can log in the Enterprise General System of Exit-Entry Administration of Qingdao Public Security Bureau (website: http://120.221.95.66:8008) to submit relevant application documents on line and make a reservation for handling the application formalities for working resident permit.
According to the time of application for resident permit reserved on line, the applicant shall present the required application documents for Work Permit and Resident Permit to the service window for examination and verification.
The employer submits the application documents. If the documents submitted by the employer comply with the conditions of application, Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau will jointly examine the documents for work permit and working resident permit of the foreigners. (If the documents are not complete or not compliant with the requirements, the documents will be returned for complementation or the application will be rejected.)
Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau will examine and approve the application for work permit and working resident permit of foreigners in the background program (or inform them of the complementation of application documents or the rejection of application).
The employer shall collect the work permit and the working resident permit of the foreigners on site or receive the permits via EMS in 7 working days.
