To further innovate the service and management measures for foreigners, continually improve the regional level of internalization and create the first-class innovation and startup ecology, Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau have decided to implement the “one-window service” mode to the application for Work Permit of Foreigners of the People’s Republic of China (“Work Permit of Foreigners” for short) and the working resident permit of foreign high-end talents (category A) and foreign professional talents (category B) from 30 August, 2021. The process of application is notified as follows:

I. Scope of application

The process is applicable to the foreigners who comply with the conditions of “foreign high-end talents (category A) and foreign professional talents (category B)” according to the “Classification standard for foreigners working in China” in the Notice of the State Foreign Expert Bureau, the Ministry of Human Resources and Social Security, the Ministry of Foreign Affairs and the Ministry of Public Security on the overall implementation of the work permit system of foreigners working in China (Waizhuanfa[2017]No.40) and who need to apply for the work permit of foreigners in China and the working resident permit of foreigners. The main services include handling the formalities of application for the Work Permit of Foreigners for foreign high-end talents (category A) and foreign professional talents (category B) and relevant working resident permits for foreigners.

II. Process of application

(I) The employer logs in the “Management and Service System for Foreigners Working in China” (website: http://fuwu.most.gov.cn/lhgzweb/), submits relevant application documents for work permit on line and uploads the “one-window service” application template as attachment.

(II) The employer makes enquiry in the “Management and Service System for Foreigners Working in China”. After passing the “first-level examination”, the employer can log in the Enterprise General System of Exit-Entry Administration of Qingdao Public Security Bureau (website: http://120.221.95.66:8008) to submit relevant application documents on line and make a reservation for handling the application formalities for working resident permit.

(III) According to the time of application for resident permit reserved on line, the applicant shall present the required application documents for Work Permit and Resident Permit to the service window for examination and verification.

(IV) The employer submits the application documents. If the documents submitted by the employer comply with the conditions of application, Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau will jointly examine the documents for work permit and working resident permit of the foreigners. (If the documents are not complete or not compliant with the requirements, the documents will be returned for complementation or the application will be rejected.)

(V) Qingdao Municipal Science and Technology Bureau and Qingdao Public Security Bureau will examine and approve the application for work permit and working resident permit of foreigners in the background program (or inform them of the complementation of application documents or the rejection of application).

(VI) The employer shall collect the work permit and the working resident permit of the foreigners on site or receive the permits via EMS in 7 working days.

III. Application documents

(I) To apply for the work permit of foreigners in China, you need submit relevant documents on line according to the requirement of the Service Guide for Work Permit of Foreigners in China (Provisional) (Waizhuanfa[2017]No.36). (II) To apply for the resident permit of foreigners, you need submit relevant documents according to the requirement of working resident permit in the Exit and Entry Administration Law of the People’s Republic of China and the Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners and reserve the time of service.

V. Other information

(I) If you don’t choose the one-window service, the original examination process will remain unchanged.

(II) The application for Work Permit of Foreigners of category C follows the original procedure for the moment.

(III) The scope of service will be adjusted in appropriate time according to requirements of relevant policies and actual working conditions of the state, provincial and municipal governments.

(IV) Among the documents necessary for application of work permit and resident permit, the same documents such as passport, visa, health examination form and labor contract are required in only one set.
