Virus doesn’t distinguish the countries and everybody is responsible for fighting the pandemic. Since the outbreak of the pandemic, the Chinese government has always attached great importance to the safety and health of all people in China, including foreigners, and protected the legitimate rights and interests of foreigners in accordance with the law. At present, the staged results of pandemic prevention and control in China have been further consolidated. The National Immigration Administration has compiled relevant laws and regulations on the rights and obligations of pandemic prevention and control of foreigners. It is hoped that all foreigners in China will strictly abide by these laws and regulations, actively cooperate with pandemic prevention measures, jointly prevent the epidemic risks and maintain the health and safety of themselves and others.
I. In accordance with the Constitution of the People’s Republic of China and the Exit and Entry Administration Law of the People’s Republic of China, the legitimate rights and interests of foreigners in China shall be protected by laws. Foreigners in China shall abide by the Chinese laws, and shall not endanger China’s national security, harm public interests and disrupt social and public order.
II. In accordance with the Exit and Entry Administration Law of the People’s Republic of China, the foreigners shall handle the accommodation registration in time during their stay in China and accept the inspection of identity documents by public security organs. Meanwhile, in accordance with laws and regulations such as the Law of the People's Republic of China on Prevention and Control of Infectious Diseases, the Frontier Health and Quarantine Law of the People's Republic of China and the Regulation on the Urgent Handling of Public Health Emergencies, in order to effectively prevent and control the spread of infectious diseases and safeguard the safety and health of the public, Chinese government and relevant departments organize and implement the pandemic prevention and control measures such as monitoring and quarantine in accordance with laws, and foreigners in China shall cooperate.
III. In accordance with Law of the People’s Republic of China on Penalties for Administration of Public Security and the Criminal Law of the People's Republic of China, the person who refuses to execute the health quarantine measures such as health information declaration, temperature measurement, epidemiological Investigation and sampling or refuses the health treatment measures such as quarantine, detention for examination, on-site diagnosis and examination and referral will bear corresponding legal responsibilities, and be punished by warnings, fines, detention and other penalties. If a crime is constituted, criminal responsibility shall be investigated in accordance with the law.
IV. In accordance with the Exit and Entry Administration Law of the People’s Republic of China, for the foreigners who violate Chinese laws and regulations, the public security organs will make decisions on declaring their entry/exit documents invalid, canceling or confiscating the documents, requiring them to leave the country within a specified time limit, repatriation, deportation, etc., depending on the circumstances of their violations in accordance with the law. The repatriated foreigners are not allowed to enter China within one to five years since the date of repatriation. The deported foreigners are not allowed to enter China within ten years since the date of deportation.
