Urban Planning  To build Qingdao into a harmonious, ecological and habitable city and in keeping with the principles of scientific planning, intensive construction and meticulous management, Qingdao has accelerated the integration of urban and rural areas and constantly improved municipal functions and quality. Urban planning highlights scientificity, guidance and authority. The new round of urban overall planning revision has been completed, the strategies of "Protection along the bay, development around the bay" have been implemented, and the urban spatial layout of "Relying on central city, developing Jiaozhou Bay, constituting groups and axial radiating" has been adopted, making great efforts to build the modern urban framework of "One principal center, three supporting sub-centers and multi-groups". The core circle of Jiaozhou bay focusing on Qingdao high-tech zone has been built, the development of key cities in Jiaozhou Bay has been started in an all-round way, enterprises' removal and transformation in the old city has been orderly progressed, and six county-level industrial functional zones have been planned and constructed. The systems of the municipal planning committee and the expert consulting committee as well as the responsibility system for plan examination and approval have been improved. The municipal government has totally controlled the city planning. Municipal construction lays emphasis on quality, excellence and preservation. Projects including airport expansion, east-west expressway reconstruction, Jiaozhou-Jinan Railway electrification reconstruction, railway station reconstruction, long-distance bus station reconstruction have been completed and put into operation. More than 20 large and medium-sized overpasses have been built in the city, and urban expressway network system has been improved. The construction of Jiaozhou Bay Submarine Tunnel and Bay Bridge is speeded up. The construction of urban track traffic and Qingdao North Railway Station will be started. The construction of "Four Systems" (i.e. urban water supply, heat supply, power supply and gas supply) and pipeline network reconstruction are speeded up; key projects of Grand Theatre, Polar Ocean World, Modern Art Center, Municipal Sports Center and Olympic Sailing Stadium have been built, greatly improving urban comprehensive function. Comprehensively implement the plan of constructing an ecological city, intensify energy-saving, emission-reduction and environmental protection, improve sewage and garbage disposal, get rid of pollution in the reconstruction of the old city, and eliminate pollution in the construction of the new city, combining orderly development and reasonable protection. Protect the wetland of Jiaozhou Bay, implement the waste cut-off of Coastline ?, comprehensively improve urban roads, mountains and rivers, vigorously develop recycle economy, develop and utilize new energy. Urban forest coverage in the city is 35.4%, and the greening coverage of the current urban areas reaches 41.5%. Qingdao is  actively constructing a national ecological garden city and a national greening model city.   Municipal management is oriented to law, people and local role. The management mechanism of "two-level governments, three-level management and four-level network",  the localized management system has been established, and the law enforcement system for municipal management has been improved. The mode of intensive management has been introduced, the digital urban management command system has been established to carry out urban environment comprehensive treatment, and improve comprehensive management level.
