Shinan District
Shinan District, located in the southern part of Qingdao City, starts from Tuandao Island in the west and is connected with Qingdao Economic & Technical Development Zone across the Jiaozhou Bay, from Maidao Island in the east and borders with Laoshan District (Qingdao Hi-tech Industrial Park), is connected with Shibei District in the north and is adjacent to the Yellow Sea in the south. Shinan District, one of the central urban areas of Qingdao, is the local administrative, tourist, cultural, commercial, financial and technological center, covering a land area of 30.01 square kilometers with more than 500,000 household registered residents. 
Shinan District possesses abundant natural tourist resources and historical views. Specifically, the classical architectures and the modern high buildings set off each other in the middle and west to create the landscape dotted with red roofs and green trees against the blue sea and sky; and the east part presents the prosperity as a modernized international district together with the accelerating development and opening up of east Qingdao. Shinan District, focusing on developing the tourism economy, brings into full play the advantages of the location, of the Olympic Games venue and of resources and highlights the urban charm and the coastal tourist features. It aims to build the east tourism and shopping scenic spot featuring modern urban appeals, Olympic facilities, commercial culture and business travels, construct the middle and west recreation and entertainment scenic spot featuring "red roofs and green trees" and "European tastes", and foster the coastal sightseeing scenic spot featuring coastal sidewalks, thus promoting the development of tourism services, tourism products and related industries, and building a reputed resort for tourism, vacation and sightseeing.
In recent years, the district has won 78 national honors, including the national base for developing, practicing and studying headquarters economy, the national advanced district for scientific and technological advance, the national advanced district for social and cultural progress, and the national advanced district for building barrier-free facilities. In addition, the district has also won over 770 provincial and municipal honors, including one of Shandong?s top 10 specialty industrial clusters, a provincial advanced district for security, a provincial demonstration district for community health and the best unit for building Qingdao into a national civilized city. For three years running, the district has ranked first among the four urban districts in Qingdao's overall evaluation.
In building a "prosperous Shinan", the district has improved and upgraded its four major specialty economic zones, namely the zone of modern service industry, the zone of software and information industries, the zone of seaside tourism and recreation and the zone of modern commercial brands, in light of the overall situation of provincial and municipal development and the practical conditions of the district. On this basis, the district has gradually formed systematic and well-defined systems for economic development, which highlight "one building and four industries". Its industrial structure has been gradually upgraded from the traditional structure to a modern one and from the low-end structure to a high-end one. 
In 2008, the district attracted 10 branches of the domestic and foreign financial institutions, taking the number of the financial institutions above the branch level to 71, and creating a financial ecological area in China. In addition, the district saw the arrival of 38 software and service outsourcing providers, including NEC, crowing the district as one of the first demonstrative bases for the international service outsourcing. The district spared no effort to develop tourism ? InterContinental Hotel Qingdao under the flag of Haier Group was put into operation, the reconstruction of such time-honored brands as Pichaiyuan Snack Street is about to complete, and the Ocean Happy Bus tourism line has officially opened to tourists. Hisense Plaza has started official operation, and assembled 800-plus world-renowned brands, including Hermes. Significant projects are going on with smooth progress, including the International Animation, Cartoon and Gaming Industry Park and the International Navigation Club.
In building a "peaceful Shinan", the district has continuously enhanced the social stability. Projects including integrating precaution and control, guaranteeing complaints security, serving people with honesty, safeguarding production security, and transparentizing law enforcement, have been vigorously implemented, with a view to strengthening political, social, complaints and production security. The district has established and improved the public security preventive mechanism in an all-around, multi-layered and socialized way, and a sound working mechanism to solve law-related problems, civil disputes and settlement of transferred serviceman. The satisfaction rate of the public to the social security environment is up to 98.6%t.
To build a "clean Shinan", the district has implemented five projects, including greening the land, beautifying the city, lighting the night and hardening the roads to greet the Olympics, tidying and beautifying the environment in the urban area. Laying equal emphasis on construction and management, the district is striving to create a habitable environment, a production environment suitable for office work, an ecological environment for the Olympic Games. A beautiful district has been constructed and taking on a new look every day. It was cited as a provincial model for habitable environment for its long-term management mechanism.
In building a "comfortable Shinan", the district has made fresh achievements in constructing harmonious communities. It took the initiative to establish a community public management committee in China. Moreover, it has strengthened public-oriented service, implemented three projects including public opinion investigation, foundation enhancement and problem solving, creatively adopted a new mode of community management service, set up the first community civilized patrolling group in Qingdao, and promoted the construction of model communities, with 100% coverage of model communities in the district. The district has also actively formed the working network featured by integration of schools, families and communities launched the project of facilitating schools with good virtues, thus becoming an advanced model for moral and ethical construction for the minor. Its community volunteer mode has been listed among the priorities of the ideological progress and promoted in the province. House for new comers, the first in China to serve migrant workers in the city, was established. With these achievements, the district has been granted as a provincial advanced district for the ideological progress for three years running. Social programs have been well developed, such as science and technology, education, culture, health, birth control and Red-Cross activities.

Shibei District
The district, located in the central part of Qingdao, covers an area of 28.63 square kilometers and has a 6-square-kilometer new industrial base of Qingdao hi-tech zone outside the district. With a permanent population of more than 600,000, it is the specialty urban district with the largest population density and the largest number of specialty streets. Successfully cited as the first China's Most Innovative Urban Area, the district enjoys the reputation of the "Gulf of Port Logistics, the Cradle of Famous Enterprises, the Paradise of Merchants, the Example of Specialty Blocks, the Promising Land of High Technologies and the Paradise of Residence".
Shibei District, with Jiaozhou Bay in the west, owns a coastline of up to 12 kilometers and accommodates Qingdao Port, a renowned ultra-large deepwater logistic port in China and even the whole world. Xiaogang Bay, the original of the century-long culture of Qingdao City, is now making every effort to build a modern life coastline, an economic coastline and an ecological coastline. Shibei District, a traditional industrial base in Qingdao City, has given birth to a lineup of enterprises famed at home and abroad, including Tsingtao Brewery, Haier and Etsong, totaling 124 famous trademarks and brands above the municipal level. The commercial and trade corridor spanning a length of 5km in Shibei District crosses six commercial areas, among which the Taidong commercial area is the largest and the most popular one in Shandong Province. Shibei District has successfully forged 12 specialty streets, including Tsingtao Beer Street, Qingdao Culture Street, Qingdao Sport Street and Qingdao Skyscreen City, which have formed the most beautiful views in the district. Shibei District is also home to Qingdao Science and Technology Street and the north industrial cluster of Qingdao hi-tech zone, two important components of the national hi-tech industrial development area. Qingdao Science and Technology Street is famous as the largest IT product marketplace in Jiaodong Peninsula, and the new industrial cluster has been designated as a national demonstration park of ecological industry and China's first pilot digital park, which has become the hotspot for domestic and foreign hi-tech enterprises to make investments. Among the thriving development of the urban area, Shibei District always displays the enthusiasm of dream, and continues composing the vigorous, grand and beautiful chapter of the time.
In recent years, the district has deeply implemented the strategy of prospering the district through commerce, science, technology, education and culture, and building up the district through talents. Vigorously  sticking to the spirit of "Enthusiasm, Innovation and Specialty", the district has freed up people's mind, seized the opportunity, and conducted exploration and innovation. As a result, the district has realized the rapid economic development with good quality, made progress in the old city reconstruction while being prudent, accelerated the project construction, vigorously marched toward the objective of a specialty district, greatly promoted the construction of a harmonious society and realized the economic and social development in a coordinated and sustainable manner. In 2008, the district attained an output value of 22.7 billion yuan, up 15% year on year; actually utilized foreign capital of 220 million dollars, and saw an increase of more than 20% in the total foreign trade value. the ratio of the service-industry added value to the total GDP, of the service-industry tax revenue to the total tax revenue, and of the service-industry employment to the total social amount reached almost 80%. The district has been rated as China's  Most Innovative Urban Area.

Sifang District
Sifang District lies in the central urban area of Qingdao and on the east coast of Jiaozhou Bay. With an area of 34.55 square kilometers and 430,000 residents, the district is composed of the old urban area, the east new area and the west coastline. It is where Qingdao's processing industrial zone, transport hub, university research zone and folk tourism zone are located.
Sifang District, as an old industrial zone and the core urban area, is the origin of the modern industry, the revolution and workers' movements in Qingdao. In recent years, Sifang District has won a host of honors and titles, including the national community service demonstration district, the national community construction demonstration district, the national community education experiment district, the national leading cultural district, the national leading district for science and technology, and the national leading district for the work for the seniors.
Qingdao City has implemented the strategy of "Protection along the bay, development around the bay", which has created a significant historic opportunity for Sifang District for future development. Now, Sifang District has entered into a new historic stage of greater planning, greater development, greater construction and greater growth when the geographical advantages, the resource advantages and the late-coming advantages will be brought into full play in a unified way, and the industrial structure, the population structure and the consumption structure will witness gradual adjustment and optimization. Sticking to the principle of "function reengineering, vitality injection and quality improvement", Sifang District has come up with the goal of "making every effort to build the district into a new coastal district suitable for commerce, residence and business startup". The focus will be placed on the construction of five blocks, including Happy Coastal City, Qingdao New Urban Center, Excellent Sifang Creative Park, Qingdao Science and Technology Park and Architectural Creative Industry Park. According to the principle of highlighting features and differentiating development, each block will focus on the reasonable allocation and intensive utilization of land resources, start with a high-level planning, conduct high-level construction and endeavor to build landmark buildings, landscapes and competitive specialty industries. Therefore, Sifang District has defined three key work points - the construction of the tax source economy focusing on tax revenue growth, the urban area planning and construction management focusing on the reform of the urban area, and the construction of civilized and harmonious communities focusing on guaranteeing and improving the livelihood of the people, and built seven work lines. The district will unify the thoughts, make clear the target, join forces and go all out to promote the development of the district.

Licang District
Licang district, located in the northern part of Qingdao's urban area, is an important component of the core urban area of Qingdao City. With an area of 98 square kilometers in jurisdiction, it has a total population of 450,000. The district has Jiaozhou Bay in the west, Laoshan Mountain in the east and Liuting International Airport in the north. The district also has an obvious geographical advantage. No. 308 National Highway, Chongqing Road, the Qingdao-Yinchuan Expressway, and the Qingdao-Huangdao Expressway cross the district from north to south. These have provided great potential for the development of the district. In recent years, Licang District has actively integrated itself into the strategy of Qingdao City "Protection along the bay, development around the bay", and implemented the "Two Areas and One Center" strategy in an overall manner, for example, building the core commercial area on the east bank of Jiaozhou Bay, the north Qingdao commercial and trade center in the middle, and the central residential area of Qingdao in the east. The district has realized the rapid economic and social development with high quality, and the habitable environment has been greatly improved. As the key to the implementation of Qingdao's strategy of "Protection along the bay, development around the bay", the west of Licang District has powerful traditional industries and complete supporting facilities. This area will make use of the construction of the north Qingdao passenger train station to accelerate its pace to build the central business area on the east bank of Jiaozhou Bay. In addition, it will develop the yacht industry and the marine comprehensive entertainment industry by capitalizing on the advantage as a seaside district and the existing reclaimed dock covering an area of 1,500 mu (1 mu= 1/15 hectare). At the same time, Cangkou Airport is to be relocated, thus providing an enormous development space for the west Licang. The Jiaozhou Bay Bridge, about to open to traffic, will greatly shorten the distance between Licang, Huangdao Island and Hongdao Island.
The center of Licang District is the commerce and trade center in north Qingdao and enjoys a good foundation for the development of the service industry. This part boasts an obvious early-mover advantage, a sound commercial environment, and the concentration of merchants. Three shopping malls in this area, namely, Weekly, BFGM Group, and Likelai, rank among Qingdao's top 10 commercial enterprises with a combined annual turnover of 5.5 billion yuan. The enormous development space and market potential have attracted Wal-Mart, JUSCO, Carrefour, Tesco and other retail giants to negotiate about cooperation. Samsung Digital Tower and Baolong Urban Plaza among a batch of important tertiary industry projects have commenced construction. The north Qingdao commercial and trade center, combining comprehensive shopping, business, cultural recreation, F&B and entertainment, will present itself to the people with a brand-new image and a higher level.
The eastern part of Licang District boasts excellent natural conditions, green mountains, clean water, beautiful environment, pleasant climate and convenient traffic. Covering a total area of 34 square meters, this part is the only and most habitable area suitable for concentrated development and construction in Qingdao City. Now, Qingdao central residential area is under construction. The residential area, based on a high-level planning, focuses on residence, integrates administration, office, recreation, commercial residence, information industry, education, science and technology, ecological tourism and riverside views. The residential area has the high construction quality, and Phase I of the recreational, commercial and residential area (Green City ? Ideal City) has been delivered. With diversified financing modes,  the forest kingdom project with an investment of 1.6 billion yuan from Dalian Haichang Group, and the projects of main park of the World Expo and the World Expo Avenue with a total investment of 3 billion yuan from Qingdao Urban Construction and Investment Group, have also formally settled down in this district. The eastern part of Licang District has become a hotspot for development and construction, and the first choice for residing in Qingdao featuring rich historical connotation and excellent eco-environment.

Chengyang District
This district is located in the northern part of Qingdao's urban area. Flanked by flat land and facing the mountain and sea on the other two sides, the district has a total area of 553.2 square kilometers and a population of 469,000. Geographic location is superb and transport is convenient. The national Qingdao Export Processing Zone and the Liuting International Airport are located in this district, and it is only 40 kilometers away from the national famous Qingdao Port and the Qianwan Port in Huangdao. The Jiaozhou-Ji'nan Railway, the Ji'nan-Qingdao Expressway, the Qingdao-Yinchuan Expressway, the Jiaozhou Bay Expressway, the No. 308 National Highway, the 204 National Highway and the Yantai-Qingdao grade-1 highway constitute an extremely convenient three-dimensional transport network for this district.
Chengyang District is an important base for modern manufacturing, high-tech industries and processing trade in Qingdao. In 2008, the district realized a total output value of 56.6 billion yuan, up 15% year on year, the total tax revenue of 5.2 billion yuan (excluding the customs tax), up 20.2% year on year, and the local fiscal revenue of 1.47 billion, up 20.8% year on year. Investment in fixed assets above the designated scale totaled 24.3 billion yuan, up 18% year on year, the total social retail volume of consumer goods amounted to 7.67 billion, up 20% year on year. Per capita net income of rural residents reached 8,980 yuan, up 14.5%, and per capita disposable income of urban residents grew 14% to 22,180 yuan.
While the four industrial blocks, namely the downtown area, the export processing zone, the airport industrial zone and the new material industrial zone, are developing simultaneously, the six leading industries ? new materials, electronic information, petrochemical, equipment manufacturing, textiles and garments and biological medicines and foods ? contribute 55.2% of the total industrial output value created by the enterprises above the designated scale, which totals 757. The city has been rated as China's leading district for food industry, China's manufacturing information technology promotion base, the provincial-level electronic information industrial park, the national pilot district for sustainable development, and the national demonstration district for scientific and technological advances. Development of foreign trade has been accelerated. In 2008, the city actually utilized foreign capital of 550 million US dollars, domestic capital of 11 billion yuan, introduced 30 foreign-funded projects with an investment of over 10 ?million ?US dollars , and 24 domestically funded projects with an investment of over 100 million yuan. The export totaled 5.2 billion US dollars, up 17.6% and ranking first among Shandong's counties, cities and districts for years. The district is also noted for complete municipal facilities, marked progress in building a garden-like ecological city. With the average level of urbanization reaching 63%, the district has won the national honors such as a national demonstration zone for ecological conservation, a national model for habitable environment and a national model district for urban landscaping.
Chengyang District will accelerate the economic structure adjustment and the transformation of the economic growth mode, focus on improving development quality, pay more attention to social management and the development of social programs, strengthen the comparative advantages, sustainable development capacity and core competitiveness, take the lead to build an overall well-being society, accelerate the construction of a harmonious society and actively forge the modern specialty urban area.

Laoshan District
Laoshan District is a new modern urban district, garden-like and ecological, rising rapidly in the east part of Qingdao. It has an area of 389 square kilometers, a coastline of 103 kilometers and a permanent population of 300,000. In 2008, the district realized a total output value of 26.3 billion yuan and local fiscal revenue of 2.29 billion yuan. The district is noted for rich cultural heritage and beautiful natural environment. Being a famous place for folk art in China, the district also is also famous both in China and abroad for its Laoshan spring water, Laoshan tea and other resources.
As the east wing of the modernized greater Qingdao City and an important auxiliary city of the layout "one principal center, three supporting sub-centers and multi-groups", the district is home to three national policy-related areas, respectively, Qingdao Hi-tech Industrial Park, Laoshan National Scenic Resort and Shilaoren National Tourist and Recreation Zone. With unique geographical and resource advantages, it serves a window of Qingdao City to the world, the base for the development of hi-tech industries and an important zone for the construction of the new urban area. 
Since its foundation in 1994, the district has built a group of large public facilities, including Shandong International Exhibition Center, Qingdao Sports Center, Qingdao Cultural Fair Center, and Qingdao Sculpture Museum; assembled 42 scientific research institutes, including First Institute of Oceanography of State Oceanic Administration and Qingdao Institute of Biomass Energy and Bioprocess Research Institute under the Chinese Academy of Sciences, and a host of universities including the Ocean University of China, Qingdao University and Qingdao University of Science & Technology; fostered and introduced many large enterprises and world top 500 enterprises, including Haier, Lucent, Coca Cola, Invensys and Hexagon; witnessed the robust development of four hi-tech industries, respectively household electric appliances, oceanic biological pharmaceuticals, software and new materials. It is now one of the most active areas for hi-tech business startup and innovation in Qingdao City and even Shandong Province. The national base for software industries under the torch program, a national communications industrial park, and a national experimental park for intellectual properties have successively settled down in Laoshan District. In 2008, the number of patent applications rose by 81% year on year, earning the district the fame of an advanced district for scientific and technological advance.
Assembling the essential tourist resources in Qingdao, Laoshan Mountain, situated in the east of Laoshan District, is a national 4A scenic spot and a Taoist cultural resort famous at home and abroad. It is famed as the Immortals' Residence and China's No. 1 seaside mountain. Qingdao International Beer Festival, which started in 1991, ranks first among China's top ten festivals which are the most influential in the international community for consecutive years, and it has become the city brand of Qingdao and the bridge with the world. Development of the tourist industry in Laoshan District will step into a new stage amid the completion of such large tourist projects as Jufeng Scenic Spot, Nine Waters and Eighteen Ponds, Qingdao Polar Ocean World and Shilaoren Sightseeing Park, the reconstruction of Qingdao International Beer City and the acceleration of such large projects as Xiaomai Island Comprehensive Development.
Driven by the implementation of the strategy "Protection along the bay, development around the bay" of Qingdao city, and based on the Qingdao Laoshan Sci-tech City, Laoshan National Scenic Resort, Shilaoren National Tourist and Recreation Zone and urban commercial center, the district is striving to build a core zone for Qingdao hi-tech industries, an international tourism and resort zone and a concentration area for modern service industry, and accelerating the construction of a vigorous and charming modern urban region. 

Jimo City
Jimo City, adjacent to the Yellow Sea in the east and Laoshan Mountain in the south, has been known as the backyard of Qingdao City. As early as in the Spring and Autumn and the Warring States Periods, Jimo was already the commercial hub in Qi State. In the Qin Dynasty it was a county,  turned into a city in the Sui Dynasty, creating a history of more than 1,400 years.
With a land area of 1,780 square kilometers, Jimo City has 18 towns, five sub-districts, one provincial-level economic development zone, one provincial tourism and resort zone, and one provincial-level hi-tech industrial development zone. The city also owns a marine area of 2,517 square meters, a coastline of 183 kilometers, 1% of the country's total, and a population of 1.112 million.
Jimo enjoys tangible geographic advantages. It lies in the center of the manufacturing bases in Shandong Province and the urban clusters in Shandong Peninsula, and is a sub-center city of the half-an-hour economic rim centering on Qingdao. Jiaozhou-Ji'nan Railway and the Lancun-Yantai Railway converge here, three expressways, namely the Ji'nan-Qingdao Expressway, the Qingdao-Yinchuan Expressway and Urumqi-Weihai Expressway run through the city. The city is 15 kilometers from the Liuting International Airport, 40 kilometers from the Qingdao Port, constituting a convenient three-dimensional transport network. 
Jimo is famous for knitwear. With 198 knitting garment and clothing enterprises above the designated scale, such as Jifa, Redcollar, Humand and other trademarks famous and renowned in China, the city has built an integrated industrial system consisting of weaving, knitting, tatting, dyeing and finishing, and garment processing.
Jimo is a commercial and trade hub. As early as in the Spring and Autumn and the Warring States Periods, it became a trading hub with thriving economy and heavy traffics. Today, Jimo has 24 specialty marketplaces, including China Jimo Garment Market, the largest single garment wholesale market in China, ranking third among China's top ten garment markets, and Jimo Small Commodity Town, the largest small commodity wholesale market in North China, of which the products cover more than 10 surrounding provinces, municipalities and autonomous regions.
Jimo is a wonderful tourist destination. The city boasts a pleasant climate, exquisite views, and an integration of mountains, seas, islands, springs and beaches. It also owns unique natural resources and an enormous amount of tourist resources, including the seawater-bromine spa, the Mashan Mountain Stone Forest called a geological museum, and Tian Heng Island, an island famous for the figure Tian Heng. In particular, Aoshan Bay has displayed its new charms for recreation and resort as the development and construction of the east coastal areas are advancing in depth.
In recent years, Jimo City has seized the opportunity created by the implementation of the strategy "Protection along the bay,  Development around the bay" to create breakthroughs and innovations, and realized the swift social and economic development with good quality. In 2008, the city realized the total output value of 49.9 billion yuan, the general local budget revenue of 2.01 billion yuan, actually utilized foreign capital of 276 million US dollars, the export totaling 2.95 million US dollars, and the per capita net income of rural residents of 8,415 yuan.

Jiaozhou City
 Lying on the beautiful outskirts of the seaside city of Qingdao is a vigorous coastal city open to the outside world ?Jiaozhou City. Jiaozhou has a total area of 1,210 square kilometers, of which 45 square kilometers are urban areas. With a population of 780,000, it has 13 towns and five sub-districts in its jurisdiction. Jiaozhou is one of China's top 100 (counties) cities in terms of the comprehensive economic strength, a national model city for environmental protection, a national clean city, a national advanced city for scientific and technological work, and a land of Chinese folk art.
Jiaozhou is proud of a long history and a splendid culture. Ancestors began slash-and-burn farming here over 4,500 years ago, thus creating the world-famous Sanlihe Culture in the Neolithic Age. Jiaozhou has been famed as a land of trade since ancient times. During the Tang and Song dynasties, Jiaozhou was one of the five major trading ports in China and the only one north of the Yangtze River. It was called "Golden Jiaozhou" at the time. The industrious and intelligent people in Jiaozhou have nurtured colorful folk arts and their Jiaozhou Dayangge (a rural folk dance) and Jiaozhou Maoqiang (opera) have been included in the national list of intangible cultural heritages.
Jiaozhou has a well-developed transport network, made up of seaport, airport, railways and expressways. Four railways, namely the Jiaozhou-Ji'nan Railway, the Jiaozhou-Xinyi Railway, the Jiaozhou-Huangdao Railway and the Jiaozhou-Ji'nan Electric Railway, and four expressways, namely the Tongjiang-Sanya Expressway, the Ji'nan-Qingdao Expressway, the Qingdao-Lanzhou Expressway and the Jiaozhou Bay Ring Expressway, run through the city. It is only a 30-minute drive to the Qingdao Port, the Qianwan Port and the Liuting International Airport. Jiaozhou is a major transport hub to link the Shandong Peninsula with various parts of Shandong Province and further with various parts of China.
In recent years, Jiaozhou City has seized the opportunities, been practical, and propelled itself to make progress and promote the swift development of the national economy. To date, the city has seen the initial formation of seven competitive industrial clusters ? vehicle and vessel spare parts, boiler auxiliary engines, household electric appliances, steel structures, light industry and textile, foods processing, wooden furniture and kitchen utensils. Eleven of the world top 500 enterprises, including Emerson, and a crowd of famous enterprises like Haier and CIMC have in succession settled down here, turning the city into an important industrial, processing, warehousing and logistics base in the Jiaozhou Bay economic belt. In 2008, the city realized the total output value of 47.4 billion yuan, the general local budget revenue of 1.85 billion yuan, actually utilized foreign capital of 245 million US dollars and the domestic capital of 5.97 billion yuan. Export totaled 3.3 billion US dollars, ranking first among Shandong's counties and cities for ten years running.. The city comes at the 19th place at the 8th ranking of the basic competitiveness of county economies.
At present, Jiaozhou City is capturing the development opportunity created by Qingdao City's assistance to the Olympic Games and marches towards the west coast. Focusing on the orientation of "the hub in Shandong Peninsula, the new international manufacturing city", it highlights the development of manufacturing, logistics, trade and commerce industries in the broader sense to realize the objectives by 2010 that the fiscal revenue will exceed three billion yuan, the per capita disposable income of urban residents will reach 20,000 yuan and per capita net income of rural residents will reach 10,000 yuan, and the per capita GDP will exceed 10,000 US dollars. Jiaozhou will be constructed into a city with competitive strength, high efficiency, and great harmony.

Jiaonan City
Located on Qingdao's west coast, Jiaonan is a beautiful coastal city. It has a total area of 1,846 square kilometers, a total population of 811,000 and a coastline of 131 kilometers. In recent years, following the development concept of "integrating into Qingdao, and building new Jiaonan", the city has accelerated the construction of a new economic area, a new urban area, a new scientific and education area, and a new harmonious area on the west coast of Qingdao. Jiaonan has gradually become the most habitable and dynamic modern city of the province. 
With picturesque scenery and long history, Jiaonan was famed as a "famous place in China's east" in history. The historical site Langya Terrace has been designated as a key national tourist resort and a provincial tourist and recreation zone. Lingshan Island is the highest island in northern China, where the Big Zhushan Mountain and the Little Zhushan Mountain are vigorous and delicately beautiful, the water town has been famed as the "Oriental Venice" and the Dani Painters' Village has been famed as the No. 1 painting village north of the Yangtze River. All these have formed the specialty tourism of "Langya Town, Waterside Cloud-capped City". As a result, Jiaonan has been cited as one of China's best tourist cities and a land of modern folk painting.
Geographic location is superb and transport is convenient. The city is close to the Qingdao Bonded Area, the customs house of the development zone and the Qianwan Port, and is 40 kilometers from the Liuting International Airport. It is where the Tongjiang-Sanya Expressway and the Qingdao-Lanzhou Expressway meet. The Dongjiakou Port has become one of the three new port areas of the Qingdao Port. The Huangdao-Rizhao Railway has become a new link between the Rizhao Port and the Qingdao Port. The city's urban transport system has been completely integrated with major national transport networks.
Jiaonan has a scientific urban plan and a rational layout. As an important cluster of Qingdao City in future, to address the issue on how to handle the relationships between building the present Jiaonan and the future Qingdao, between developing the rural and urban areas & east and west areas, and between constructing the city by developing its industries and environmental protection, Jiaonan has upheld the ecological principle in constructing the city. Highlighting the special features of "mountain, sea, city and greening", Jiaonan has introduced an urban development strategy of connecting with the east, expanding to the north and spreading to the south. Jiaonan has won the titles such as a national model city for landscaping, a national model city for environmental protection and a national demonstration zone for ecological conservation. 
Jiaonan boasts optimized industries and enormous prospect. By nurturing the three highlights of major projects, high technology and industrial clusters, it has established a modern industrial mechanism consisting of over 50 categories of 10 industries. Supported by the coastal economic development zone and Jiaonan economic development zone, both at provincial level, Jiaonan has successfully introduced Aluminum Corporation of China, Haier, China North Industries Group Corporation, ThyssenKrupp AG, ProLogis and other world known enterprises in the city. Eight projects have been listed among the national 863 Plan. The city has developed four industrial clusters ? equipment manufacturing, household electric appliances, rubber & tire, foods and medicines, which will become the pillars for the future development of the city.

Pingdu City
Pingdu, located in the northwest of Qingdao City, is the largest county city in Shandong Province. It covers an area of 3,176 square kilometers, or one third of Qingdao's total area, and has a population of 1.36 million, roughly one sixth of that in Qingdao City. It has 26 towns, four sub-district offices, one provincial development zone and 1,785 villages in its jurisdiction.
Pingdu has a long history and culture. Pingdu, as a county name, could trace back to 203 BC, more than 2200 years ago. During the Spring and Autumn and the Warring States periods, the former Jimo city was the then political, economic and culture centers in Jiaodong Peninsula. The history story that General Tian Dan deployed the fire bulls just happened here. The Yueshi Culture, the relics of the Han King Tomb on Liuqu Mountain and the Tianzhu Mountain cliffside carvings of Wei, honored as the Treasure of the Chinese Calligraphy still represent the ancient and brilliant civilization of Pingdu even now.
Pingdu is noted for abundant agricultural products. Its outputs of grain, cotton, edible oil, meat and fruits all come atop the county-level cities in China. In particular, the production of oil, meat and grain respectively ranks 3rd, 6th, and 13th nationwide, earning the city the honors of the Land of Grape in China, the Land of Ginger in China, the Land of Beef Cattle in China. It has been cited as the National Leading County for Grain Production for four consecutive years. The city also has rich mineral resources. With the proved graphite reserves of 400 million tons, gold reserves of 13 tons and talcum reserves of 4.32 million tons, it takes an important position in Shandong Province and nationwide.
Pingdu boasts well-developed education. The university admission rate has ranked 1st in Qingdao City for six consecutive years. In 1991, the city took the initiative in introducing and spreading the German dual-system vocational education mode in cooperation with Hanns Seidel Stiftung, which is honored by the Ministry of Education as a flag of China's rural vocational education and a highlight of the national vocational education. Nine vocational schools in the city provide 6,500 professional technicians to the society each year.
Pingdu boasts of distinguished geographic advantages. Lying at the key position of Shandong Peninsula and in the core area of the three cities, namely Qingdao, Yantai and Weifang, it features the unique geographic advantages "supported by Qingdao and connected with the Peninsula". The Weifang-Laiyang Expressway, the Qingdao-Xinhe Expressway, the Tongjiang-Sanya Expressway, and the Weihai-Urumqi Expressway run across the city, with the expressway traffic mileage reaching more than 200 kilometers, ranking 1st among that of the national county-level cities. It is less than one-hour drive from the urban area of Qingdao, Qingdao airport, and Qingdao port, and five-hour drive from Beijing, further showing its advantageous location.
Pingdu has a fine investment environment and its export-oriented economy has been developing rapidly. The city has gone all out to build the optimal platform to take over the industrial transfer from Qingdao City by forging the pattern "One Line, Three Areas". Specifically, the city will make Qingdao-Xinhe Expressway as the trunk line to assemble and distribute production factors, build three chemical industrial areas ? Pingnan, Urban Area and Xinhe ? to receive the industrial transfer from Qingdao, promote the expansion and enhancement of such leading or competitive industries as machinery parts, household electric appliances, foods processing and specialty chemicals, gradually form the new economic growth area based on differentiated development, advantage supplement and resource sharing, and accelerate the construction of the "50km prosperous economic zone" with Qingdao-Xinhe Expressway as the framework and the new industrialization as the mark. The industrial economy has presented the developing momentum towards industrial zones and clusters. So far, the"One Line, Three Areas" region has become the region assembling important projects, the area supporting the competitive industries, and the pooling area for the tax source economy. With the idea of active administration, Pingdu has been vigorously creating an international simulation investment environment. Many of the world top 500 enterprises, including the Activa Group from the US, Sumitomo Corporation, Mitsui & Co., Ltd., Donghwa and the TDK Corporation, together with some large domestic enterprises such as Haier Refrigerator, Hisense Air-conditioner, Uni-President, Xiwang Fodder and Qingdao Beer, have successively entered Pingdu. As a result, four industrial clusters, including machinery parts, household electric appliances, food processing and specialty chemicals, have been formed. As one of the new industrial function areas in Qingdao City, Xinhe chemical industrial functional area has officially started, and is now accelerating the construction. The objective of Xinhe is to take three to five years to build the area into a main destination to take over the transfer of the inorganic chemical and fine chemical industries from home and abroad, become a beachhead of Qingdao City to get connected with the Bohai Rim Economic Zone, become the national ecological demonstration area to demonstrate the latest achievements of Qingdao City in the recycle economy, and grow into a new chemical city featuring outstanding advantages, complete functions, good environment and rich vitality.
In recent years, the city has firmly established the development concept of "integrating into Qingdao, joining Jiaodong Peninsula, taking advantage of various resources and marching ahead amid the favorable time". As a result, the city has kept taking relevant strengthening measures, focused on specific implementation, pushed the scientific development, promoted the social harmony, and maintained the momentum of the rapid social and economic development with high quality. This has benefited from the significant strategic opportunities brought by Shandong Province's strategy to accelerate the construction of Jiaodong Peninsula into a manufacturing base and the city cluster in Shandong Peninsula, and Qingdao City's policy to join all forces to support the new industrialization in Pingdu City, and "Protection along the bay, development around the bay". In 2008, Pingdu City realized a total output value of 41.9 billion yuan, the local fiscal revenue of 1.463 billion yuan, the per capita disposable income of 15,900 yuan for urban residents, and per capita net income of 8,010 yuan for rural residents.
At present, Pingdu is going through a key phase of sound and rapid development. Pingdu people are accelerating the transformation of Pingdu from a major agricultural city to a new industrial one, from a rural city to a modern medium specialty one, from a largely well-off city to an all-around well-off and a harmonious city. They are trying their best to build Pingdu into a central processing and manufacturing city in Shandong Peninsula, a modern garden-like habitable city and a specialty cultural city in east Shandong.

Laixi City
Lying in the center of the Jiaodong Peninsula and the northeast of Qingdao City, Laixi is surrounded by four cities opening to the outside world, respectively Qingdao, Weihai, Yantai and Weifang. It covers an area of 1,522 square kilometers and has a population of 723,000. Laixi is one of China's top 100 counties (cities) in terms of overall economic strength, a national model city for environmental protection, a national advanced county (city) for scientific and technological advance, a national demonstration county (city) for open and democratic management of village affairs, a national advanced county (city) for farming and water conservancy, and a provincial model city for civilization.
Laixi boasts of distinguished advantages for development. First, convenient traffic. Located within Qingdao's one-hour economic rim, Laixi is 80 kilometers from the Qingdao Port, 110 kilometers from the Qianwan Port and 60 kilometers from the Qingdao International Airport. It has the Tongjiang-Sanya Expressway and the Yantai-Qingdao grade-1 highway running through from north to south and the Weifang-Laiyang Expressway, the Ji'nan-Yantai Railway and the Weifang-Shijiu Highway running through from east to west. In addition, it has two national highways and five provincial highways meeting in its territory. Therefore, it is a transportation hub in the Jiaodong Peninsula. Second, Laixi is rich in resources. It has dozens of proven mineral resources, including graphite, diophite, bentonite and gold. It is one of China's leading graphite producing and exporting bases. The agriculture in the city features peanuts, vegetables, fruits and animal husbandry. With its per capita peanut production ranking first among China's counties (cities), it processes and exports 150,000 tons of peanuts a year, accounting for 22% of the national total. In addition, its meat, egg and milk production totals over 500,000 tons, ranking first in the province. Third, it is a coastal city. It boasts abundant water resources. Chanzhi Reservoir (Laixi Lake), the largest in the Jiaodong Peninsula with a total capacity of 402 million cubic meters, is situated in the north of the urban area. Dagu River and Zhuhe River circle the urban area in the east and the west respectively, and six other rivers run across the urban area.
Laixi has tangible industrial advantages. First, the industrial clusters. With 750 enterprises above the designated scale, the city has formed six industrial clusters: food processing, textile and garment, electronic information, machine-building, minerals and building materials, and rubber and chemicals. Second, agricultural industrialization. The city has formed six major industrial chains: cow and milk products, chicken and chicken meat, pig and pork products, vegetable and vegetable products, fruit and fruit products, peanut and peanut products. It is cited as a national top city in terms of food industry, the national comprehensive demonstration city for standardized production of agricultural products and the leading city in Shandong Province for the agricultural industrialization.
