Action Plan of Qingdao City for Accurate Investment Promotion in Modern Industry

  (QZ Zi [2017] No. 51 Released on July 1, 2017)

  The following action plan is hereby developed in order to implement the Notification by the State Council on Measures for Expanding the Scope of Opening-up and Actively Utilizing Foreign Investment (GF [2017] No. 5) and Notification on Measures for Actively Utilizing Foreign Investment in the New Period (LZF [2017] No. 16) issued by the Government of Shandong Province. The action plan focuses on supply side structural reform, actively promotes the conversion of economic driving forces, implements the strategy of accurate investment promotion featuring “interactive development of domestic and foreign capital” in modern industries, promotes the new round of high-level opening-up with the combination of promotion of investment, promotion of technology, idea, market, talents, resources, management, mode and type of business.

  I. Actively respond to national policies and enhance new growth drivers

  (I) We shall focus on the strategic layout of overall development featuring “three bays and three cities” and the rise of the North, focus on building the highland of intelligent manufacturing in China, the global innovative blue “Silicon Valley”, the global quality bayside area to implement the overall objective of conversion of growth driver, take initiative to implement pilot projects of industrial investment promotion and opening-up, and ensure that Qingdao takes the national lead in enlarging industrial opening-up and investment promotion. The achievements bade by municipal government departments in cooperating with the superior competent departments in enlarging the opening-up shall be included in the annual comprehensive assessment. (These duties shall be taken by relevant departments of the Municipal Government as per their functions)

  (II) We shall follow the national policies for gradually loosening admittance restriction on foreign investment in sectors such as service and manufacturing, develop encouraging industry catalogue for investment in advanced manufacturing, strategic emerging industry and high-end service industry; establish project library, prepare and release regularly the list of key projects for investment promotion. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, such as Municipal Development and Reform Commission and Municipal Bureau of Commerce)

  (III) We shall cooperate with the competent departments of the state and the province, timely follow and implement relevant policies of “relaxing the restrictions for admittance of foreign investment in financial institutions such as banks, securities companies, securities investment funds management companies, futures companies, insurance companies and insurance agencies, and loosening the restrictions on foreign capitals in sectors such as accounting audit, construction design and credit rating service, and promoting the orderly opening of sectors such as telecommunication, internet, culture, education and transportation” specified by GF [2017] Document No. 5 of the State Council. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Financial Office, Municipal Bureau of Finance, Municipal Audit Bureau, Municipal Urban and Rural Construction Committee, Municipal Economy Information Committee, Municipal Bureau of Culture, Broadcasting, Television, Press and Publication, Municipal Education Bureau and Municipal Transportation Committee)

  (IV) We shall cooperate with the competent departments of the state and the province, follow and implement relevant policies on “canceling restrictions for admittance of foreign investment in sectors such as rail transportation equipment manufacturing” and the policies on “strategic policy measures of ‘made in China 2025 are equally applicable to foreign-invested enterprises and domestic enterprises; encouraging foreign investments in high-end manufacturing, intelligent manufacturing and green manufacturing, and productive services such as industrial design and creativity, engineering consultation, modern logistics,  as well as inspection, test and certification are” specified by GF [2017] Document No. 5 of the State Council. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Economy Information Committee, Municipal Development and Reform Commission, Municipal Urban and Rural Construction Committee, Municipal Transportation Committee, and Municipal Bureau of Quality and Technical Supervision)

  (V) We shall cooperate with the competent departments of the state and the province, follow and implement relevant policies that “foreign investments in infrastructure construction including energy, transportation, water conservancy, environmental protection and municipal public utilities are supported in the form of franchising pursuant to laws and regulations; the relevant supportive policies are also applicable to foreign investments in construction and operation of franchising projects” specified by GF [2017] Document No. 5 of the State Council. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Development and Reform Commission, Municipal Urban and Rural Construction Committee, Municipal Transportation Committee, Municipal Environmental Protection Bureau and Municipal Urban Administrative Bureau)

  II. Specify the key directions of business and investment promotion on the basis of overall layout of fostering growth drivers

  (VI) All districts (cities) and economic function districts shall give full play to the regional advantageous characteristics and enhance the level of business and investment promotion. Shinan District, Shibei District, Licang District and Laoshan District shall introduce targeted projects from all over the world in modern service industry such as finance and wealth management, high-end commerce, cruise, shipping, trade, culture, exhibition, health and medicine, science and technology service, network and information, cross-border e-commerce, design and R&D and headquarters economy to enhance the quality of central bayside city. Qingdao West Coast New Area shall highlight marine economy development, introduce targeted modern high-end industrial projects including ocean engineering equipment, film and television culture, digital creativity, maritime services and deep sea development in accordance with international standards, and build marine economy demonstration areas and military-civilian integrated and innovative core demonstration areas. Hongdao Economic Zone and Chengyang District shall introduce high-end industries including “blue high-tech” industrial development projects, extensively introduce domestic and overseas social funds, software, information, medicine and pharmacy, intellectual manufacture and new materials, internet and finance, build intelligent, ecological cities, and develop the global CRH town. The Blue “Silicon Valley” Core Zone shall introduce a batch of special industrial projects of education, R&D and ocean under the standard of Silicon Valley, and to develop Chinese “Silicon Valley”. Jimo City shall introducee targeted projects such as automobile making, aero and aviation and modern commerce. Jiaozhou City shall take advantage of construction of the new airport to introduce airport oriented high-end industries including aviation service, commerce & trade logistics, intelligent manufacture and headquarters economy; builds “the Belt and Road”  and the Eurasian Economic and Trade Cooperation Industrial Park which will be led by logistics trade and investment promotion and relying on multimodal transport customs supervision center in combination with “going out” and “bringing in” strategy. Pingdu City and Laixi City shall introduce advanced manufacturing projects, including intelligent manufacturing, manufacturing of quality products, green manufacturing and service-oriented manufacturing based on accelerated industrialization process. Huangdao, scenic region of Laoshan Mountain, coastal area of Jimo, as well as Pingdu and Laixi shall develop modern service industry such as ecological agriculture, leisure tourism, recreational resort, leisure sports and health. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including departments directly under city government, district and municipal governments, and management committees of economic functional districts)

  (VII) We shall build eight advanced manufacturing bases including global leading ocean emerging industry base, international new generation of information technology industry base, Global Rail Transit Equipment Industry Base, Global Intelligent Household Appliances Industry Base, Important National New Energy Passenger Vehicle Industry Base, National Intelligent Manufacturing Equipment Industry Base, National Emerging Bioengineering and Pharmaceutical Industry Base and Aerospace Industry Base as per the overall layout of regional development, build six high-end service industry centers including Northeast Asian International Logistics Center, International Wealth and Finance Center, Film and Television Culture and Creative and Design Center with international influence, International Seashore and Recreational Travel and Resort Center, National Big Health Industry Center, and International Fashion Consumption and High-end Business Center, and develop five new types of business operation and new models, including platform economy, sharing economy, integration economy, standard economy and green economy. All districts (cities) are encouraged to develop preferential policies on targeted business investment promotion within the scope of policies and regulations. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including departments directly under city government, district and municipal governments, and management committees of economic functional districts)

  III. Specify incentive policies for investment promotion in key industries in accordance with the development and discoveries in fostering growth drivers

  (VIII) Investment in advanced manufacturing industry shall be supported. Awards, subsidies, interest subsidies and other financial support shall be provided for domestic and foreign investment projects in advanced manufacturing industry in accordance with the policies and regulations for advanced manufacturing industry. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Economy Information Committee, Municipal Bureau of Finance, district and municipal governments, and management committees of economic function districts).

  (IX) Investment in finance industry shall be supported. Newly established or newly introduced legal person financial institutions and the existing legal person financial institutions with capital increase as well as newly established and newly introduced regional financial institutions that pay taxes on a consolidated basis are supported in accordance with the policy measures for comprehensive reform of pilot regions of wealth management and finance as well as policy measures for the development of capital market as well as transformation and upgrading of key industries. Subsidies will be granted proportionally for the upfront expenses incurred by local enterprises that are to be listed in domestic stock markets. Introduction of high-end talents by financial institutions and organizations for innovation and entrepreneurship shall be supported. Financial fund targeted investment promotion plans shall be probed and developed. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Financial Work Office and Municipal Bureau of Finance)

  (X) Investment in headquarters economy shall be supported. For newly registered and established headquarter enterprises that pay taxes on a consolidated basis in Qingdao, awarding policies of establishment, capital increase, contribution, cultivation, and investment promotion shall be applicable, including subsidies for office buildings financed by municipal and district (city) finance departments in accordance with the relevant regulations. Regional headquarters of overseas transnational enterprises and domestic large enterprises are the key players to be encouraged, and domestic and overseas large enterprise groups shall be guided to establish regional headquarters such as logistics center, procurement center, settlement center and R&D center in Qingdao. Lump-sum subsidies of various amount shall be granted on the basis of paid-in capital and local contributions for newly registered headquarter enterprises; awards of the corresponding amount are granted for headquarter enterprises that are included in “Global Top 500”, “Chinese Top 500”, “Chinese Software Top 100”, “Major Software Enterprises in China’s Planning” and “Top 100 in Shandong Province” for the first time. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including the Municipal Bureau of Commerce, Municipal Bureau of Finance, district and municipal governments, and management committees of economic function districts)

  (XI) Introduction of R&D institutions shall be supported. Overseas and domestic investors are encouraged to establish R&D institutions in Qingdao in the form of sole proprietorship, joint venture or cooperation, and commercialization of high-tech research achievements shall be encouraged. We shall coordinate the relevant departments such as the Customs, the inspection and quarantine and foreign exchange authorities in implementing and simplifying import and export procedures of equipment, accessories, spare parts, specimen, samples and reagent for foreigner-operated R&D centers. Special subsidies for international scientific and technological cooperation shall be included in special funds for science and technology of municipal revenue to construct and perfect the international scientific and technological cooperation system. Implementation of the above shall follow the Rules for Implementation of Special Subsidies for International Scientific and Technological Cooperation of Qingdao Bureau of Science and Technology issued by the Municipal Bureau of Science and Technology and Municipal Bureau of Finance. Relevant measures for implementation shall be probed and developed, and introduction of domestic and overseas well-known universities shall be supported for cooperative education. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Commerce Bureau, Municipal Bureau of Science and Technology, Municipal Education Bureau, district and municipal governments, and management committees of economic function districts)

  (XII) Introduction of high-tech projects shall be supported. Key projects that boost development of high-tech industry are supported in the form of direct equity investment. We shall actively cooperate with the superior competent departments to implement policies related to exemption of import linkage tax for equipment, supporting technology and spare parts of foreign-invested high-tech enterprises and advanced technology-based service enterprises in accordance with policies for tax adjustment in respect of imported equipment. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Bureau of Science and Technology, Municipal Bureau of State Taxation, Municipal Bureau of Local Taxation and Qingdao Customs).

  (XIII) Introduction of high-end tourism projects and supporting projects that optimize the structure of tourism products shall be supported. New types of operation that can fill in the gaps of tourism products, large-scale tourism enterprises and large projects in cultural industry are the key investment targets. Subsidies are granted for initial planning and design of projects; appropriate subsidies are given on the basis of local contributions in the first 3 years of project operation, and access to utilities such as water, electricity and gas are given priority to. For major projects such as recreational resorts, marine tourism, large-scale entertainment and film and television culture, supportive policies shall be negotiated for every project on case-by-case basis; construction of characteristic folk and economy hotels in surrounding districts (cities) of the three central bayside areas shall be supported; supportive policies such as prioritizing construction land are implemented for projects with new type of business such as air travel, tourism by recreational vehicle, cruise tourism, rural tourism, health and medicine as well as sports and leisure. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Tourism Development Commission, Municipal Bureau of Finance, Municipal Bureau of Land and Resource Housing Management, Municipal Bureau of Culture, Broadcasting, Television, Press and Publication, Municipal Health and Family Planning Commission, Municipal Bureau of Sports, and district and municipal governments).

  (XIV) Introduction of domestic and overseas new types of operation and exhibition projects shall be supported. We shall implement and support policies related to introduction of new types of operation in foreign trade, new business models and exhibition projects, and attract well-known domestic and foreign trade firms and exhibition service enterprises both in China and abroad to establish regional headquarters in Qingdao. We shall support foreign trade service enterprises to introduce domestic and overseas well-known cross-border e-commerce projects in form of M&A, equity participation and joint venture, and encourage innovative development of local foreign trade integrated service enterprises. We shall rely on special customs supervision areas such as bonded port areas, export processing zones and bonded logistics parks to attract projects such as lease finance company and global maintenance base by foreign investment. We shall support markets with the combination of domestic and foreign trade such as Jimo International Trade Center to expand import of consumer goods, support qualified foreign trade projects with new types of operation to apply for and enjoy preferential policies for corporate income tax of high-tech enterprises as well as provincial financial support. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Bureau of Commerce, Qingdao Branch of CCPIT, Municipal Bureau of Finance, and management committees of economic function districts)

  (XV) Introduction of overseas and domestic high-level talents shall be supported. We shall implement, encourage and support the policies in respect of entrepreneurship and development of overseas high-level talents in Qingdao. Awards for talent introduction are granted for settled regional headquarters, R&D centers and Global Top 500 enterprises, for supporting enterprises to cultivate and beef-up talents team. Financial awards shall be provided by revenue of two levels, (Qingdao City and its sub-cities). (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Bureau of Human Resource and Social Security, Municipal Bureau of Science and Technology, Municipal Bureau of Finance, Municipal Bureau of Local Taxation and Municipal Bureau of Commerce)

  IV. Innovate mechanism and foster growth drivers

  (XVI) We shall implement national and provincial policies in respect of reducing costs of the substantial economy, to lower investment costs and operation costs of enterprises; domestic and foreign investment projects in industrial fields of investment promotion that conform to this Action Plan shall be supported by overall industrial policy funds by municipal and district (city) revenue (Qingdao City and its sub-cities) in the form of fund subsidies and subsidized loans on the basis of actual scale and local contribution, and each district (city) and economic function districts can also set modern industry support funds according to their financial resources. We shall encourage capital increase and development of foreign-invested enterprises, and cancel withholding income tax for capital increase; financial support can be provided for other taxes incurred by capital increase of enterprises, and awards can be granted for enterprises that expand production with capital increase and build plants by themselves, to support in a targeted manner the development of enterprises with capital increase. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Economy Information Committee, Municipal Bureau of Science and Technology, Municipal Bureau of Commerce, Municipal Tourism Development Commission, Municipal Financial Work Office, Municipal Bureau of Finance, district and municipal governments, and management committees of economic function districts).

  (XVII) We shall make full use of various guidance funds and investment funds such as municipal equity investment guidance fund, establish equity investment fund for investment promotion of modern industry in forms such as sub-fund, introduce overseas and domestic investment funds or implement fund cooperation, to promote the application of innovative models such as attracting investment funds by injecting national capital and capital investment promotion, and guide domestic and overseas funds to be invested in domestic and overseas projects in industries of this Action Plan. Benefit distribution and exit mechanism shall be established. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including all municipal management departments in charge of equity investment guidance fund, district and municipal governments, and management committees of economic function districts)

  (XVIII) We shall guide the industrial projects to gather in the economic parks, the settlement of projects in manufacturing industry, high-tech industry and producer services in economic parks shall be given priority to, and all districts (cities) shall establish the targeted supportive and guiding policies for development of investment promotion in the “parks”. We shall support qualified transnational enterprises in all economic development zones to carry out centralized operation of funds in domestic and foreign currencies. We shall implement policies under which qualified enterprises are supported to introduce local and foreign currencies from overseas under the framework of unified macroprudential management of external debts and capital flow. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Financial Work Office, Municipal Development and Reform Commission, Municipal Bureau of Commerce, SAFE Qingdao Branch and district and municipal governments)

  (XIX) Enterprises that utilize the stock industrial properties in the economic development zone to develop productive services and set up innovation spaces such as science space and innovation works can continue to use the land with the original purpose and type of land right within 5 years, and new purpose and new type of right can be granted when the period of 5 years is expired and the relevant land use procedures are needed to be completed for transfer; the market price shall be determined in the form of agreement. The holder of industrial land in economic development zone may redevelop the land after approval in accordance with the relevant regulations; if procedures are needed to be completed for transferring the original allocated land right, specified manner shall be followed, and land transfer money shall be paid according to market price. If plants and auxiliary facilities are expanded on the stock industrial land for guided development of enterprises and enhancing the plot ratio, land transfer fees are not charged on enterprises. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Bureau for Land and Resource Housing Management, Municipal Bureau of Finance, and district and municipal governments)

  (XX) We shall lead the exploration in development zones of provincial level and above, promote the overall implementation of management mode of pre-establishment national treatment and negative list for foreign investment, and implement policies for pilot projects in further broadening market admittance of foreign investment. We shall further simplify the overall management procedures for construction and operation of foreign-invested projects, and establish in-process stage and post stage supervision system. (These duties shall be taken by relevant departments of the Municipal Government as per their functions, including Municipal Office for Public Sector Reform, Municipal Government Affairs and Service Management Office, Municipal Administration for Industry and Commerce, Municipal Bureau of Commerce, district and municipal governments, and management committees of economic function districts)

  (XXI) For domestic and foreign investment projects with great contribution to local employment, financial subsidies are granted on the basis of actually increased effective quantity of employment; the subsidy standards are classified by the increased quantity of employment, and are identified according to a certain proportion of the registered capital of projects. Training subsidies can be granted for domestic and foreign projects. (These duties shall be taken by as per their functions, including District and municipal governments, and management committees of economic function districts will assume the responsibility)

  V. Establish fair and convenient internationalized business environment 

  (XXII) We shall encourage domestic and foreign-capital enterprises to fairly participate in bidding for government procurement, public services and infrastructure construction. The principle of transparency shall be adhered to in government procurement; products manufactured by foreign-capital enterprises in China will receive equal treatment, and the problems of “glass door” and “spring door” will be relentlessly eliminated. We shall perfect the management system, and timely publicize results of bidding for government procurement. We shall make innovations in the method of market-based financing for commercial infrastructure construction, promote domestic and foreign investment to participate in PPP projects in Qingdao, and support foreign-capital enterprises to participate in major infrastructure construction such as subway and airport. We shall establish supervision and complaints mechanism, and set up supervision and inspection platform on the basis of government network. Should any relevant department is found taking discrimination policies towards investors, the case will be investigated pursuant to the law and regulations. (These duties shall be taken by Municipal Development and Reform Commission, Municipal Economy Information Committee, Municipal Bureau of Finance, Municipal Urban and Rural Construction Committee, Municipal Urban Administrative Bureau, Municipal Administrative Affairs and Service Management Office, and the General office of municipal government as per their functions)

  (XXIII) We shall probe and develop convenient measures of entry and exit procedures and residence procedures for overseas high-level talents and their family members as well as management and technology personnel for foreign-funded enterprise. Overseas high-end talents (class A) introduced by foreign-funded enterprises in accordance with the relevant provisions are beyond the limitation of age; age limitation for introduced foreign professional talents (class B) shall be properly extended. We will continue to implement the policies of phased reduction for social insurance premium rates and subsidies for unemployment insurance and job security. We will develop the green channel for medical service, enhance foreign-related medical service level, and introduce international high-end medical institutions to participate in characteristic medical services. (These duties shall be taken by Municipal Bureau of Public Security, Municipal Bureau of Human Resource and Social Security, Municipal Bureau of Science and Technology and Municipal Health and Family Planning Commission as per their functions) .

  (XXIV) Provisions for promoting foreign exchange service level and the degree of facilitation determined in the Overall Plan for Pilot Regions of Comprehensive Reform of Wealth Management and Finance in Qingdao are still applicable to legally registered domestic and overseas enterprises in Qingdao; domestic and overseas financing channels for foreign-invested enterprises shall be smoothened, and foreign-invested transnational enterprises are allowed to carry out centralized operation of domestic and foreign currency funds. Foreign and domestic-funded enterprises registered in Qingdao may use foreign debts in accordance with preferential policies. (These duties shall be taken by Municipal Financial Work Office, Municipal Development and Reform Commission, Municipal Bureau of Commerce and SAFE Qingdao Branch as per their functions)

  (XXV) Preference of land supply will be given to domestic and foreign-funded projects that conform to standard requirements of industries and intensive land utilization in this Action Plan. We shall reform and improve industrial land supply system, and actively promote the implementation of policies which allows industrial land users to pay land transfer price by installments within one year; preference of land supply will be given to encouraged foreign-invested industrial projects with intensive land utilization, and when determining the base price of land transfer, the land price that is not less than 70% of the corresponding lowest price standard for national industrial land transfer will be taken. (These duties shall be taken by the Municipal Development and Reform Commission, Municipal Bureau of Land Resource and Housing Management, and district and municipal governments as per their functions)

  (XXVI) We shall encourage and support foreign-funded enterprises registered in Qingdao to apply for high-tech enterprises, establish society-oriented high-tech enterprise recognition publicity system and complaint settlement mechanism, enhance guidance services for foreign-funded enterprises, guide enterprises to sufficiently utilize preferential policies, and give certain awards to newly recognized high-tech enterprises. (These duties shall be taken by the Municipal Bureau of Science and Technology, Municipal Bureau of Commerce, Municipal Bureau of Finance, Municipal Bureau of State Taxation and Municipal Bureau of Local Taxation as per their functions).

  (XXVII) We shall insist on equally treating local enterprises and foreign and domestic-funded enterprises introduced through investment promotion. Departments at all levels shall carry out review of fair competition and solicit public opinions in accordance with Opinions on Establishing Fair Competition Review System in Construction of the Market System by the State Council (GF [2016] No. 34), to guarantee the consistency of policies and regulations. It is not allowed to impose limitations on foreign-invested enterprises arbitrarily. Favorable environment for valuing, satisfying and supporting business shall be created, and announcement shall be publicized every two years in accordance with global business environment evaluation mechanism of the World Bank. The responsibility list assessment mechanism of “streamlining administration, delegating power, strengthening regulation and optimizing service” shall be established and implemented. We shall complete services for domestic and overseas investment enterprises introduced through investment promotion, improve platform information interaction and networks at four levels, and enhance the efficiency of upgrading platform service in Municipal Foreign Investment Service Center; the Municipal Foreign Investment Service Center and Government Affairs Service Hotline Office of Municipal Government shall establish linkage mechanism, to include the accepted matters under the supervision of municipal and district (city) governments and enhance the service level of investment promotion. We shall take measures to encourage overseas investment enterprises that make outstanding contributions to economic and social development, to enhance their sense of identity and sense of belonging to Qingdao. We shall establish interconnectivity platform for online communication between departments of commerce, industry and commerce as well as quality supervision, realize real-time interconnection of information and sharing of registration information amongst the departments, enhance information collection for key projects, and explore to establish information reporting system for foreign-invested enterprises. (These duties shall be taken by the Municipal Bureau of Commerce, Municipal Administration for Industry and Commerce, Municipal Bureau of Quality and Technical Supervision, General Office of Municipal Government, and district and municipal governments as per their functions)

  VI. Establish service promotion and safeguard mechanism

  (XXVIII) The working mechanism of modern industrial investment promotion for “professionalized investment promotion and functionalized service” shall be established. We shall implement professionalized joint investment promotion leadership responsibility system, establish professionalized joint investment promotion teams such as industrial investment promotion section and cooperation platform of investment promotion for state-owned assets and private enterprises led by competent municipal industrial department, managed by the relevant departments and involved by the relevant economic function districts; promote cooperation between municipal governmental departments and district (city) departments, combine leadership, individual responsibility and investment promotion direction, combine investment promotion and talents employment; endeavor to promote introduction, completion and commission of key domestic and foreign-funded projects to meet the requirement for accurate investment promotion industrial fields and characteristic parks. We shall develop industrial development policies, organize special investment promotion activities, plan joint investment promotion for major projects, and simplify approval procedures for negotiating key projects abroad; implement modern industry investment promotion strategy of “interactive development of domestic and overseas  investment”, and actively carry out the works of attracting investment by investment, entrusting investment promotion, attracting foreign investment by domestic investment, and attracting domestic investment by foreign investment, to enhance the level of business and investment promotion. We shall carry out “investment promotion visit” activities in a certain time period every year; visit enterprises to provide services to key projects and at the same time seek investment opportunities; implement the main responsibility of investment promotion with “four sectors” namely the municipal governmental departments, the Municipal Association of Industry and Commerce, all districts (cities) and all economic function districts, and Overseas Industry and Commerce Center; establish the working mechanism of joint investment promotion of “interaction, precision, profession and cooperation”. (These duties shall be taken by the Municipal Business and Investment Promotion and Investment Promotion Work Leading Group members, district and municipal governments and management committees of economic function districts as per their functions).

  (XXIX)  We shall establish global two-way investment and cooperation professionalized investment promotion platform, give play to the advantages of resources and channels of Qingdao Overseas Industry and Commerce Center, international economic cooperation partner cities and sister cities, and construct the global economic and trade exchange cooperation network. We will give play to the role of international investment promotion consultant mechanism, hold “Exchange Meeting of Qingdao/World Transnational Enterprises’ Offices in China (Shanghai / Hong Kong) and Annual Meeting of Qingdao International Investment Promotion Consultant Organizations” in Shanghai, Beijing and Hong Kong every year; establish regular contact and exchange mechanism for Global Top 500 enterprises and global leading enterprises’ (organizations’) offices in China, commercial offices of embassies of key countries in China, overseas and domestic important industry and commerce groups as well as business associations, and hold professionalized and oriented investment promotion activities in China and other countries, to effectively obtain information of projects and cooperation opportunities. (These duties shall be taken by the Municipal Bureau of Commerce, Foreign Affairs Office of the Municipal Governmental, Municipal Governmental Overseas Chinese Affairs Office, Municipal Governmental Taiwan Affairs Office, Qingdao Sub-Council of CCPIT and Municipal Association of Industry And Commerce as per their functions)

  (XXX) Municipal and district (city) departments shall arrange annual investment promotion special funds budget as required, support key investment promotion activities under the principle of targeted investment promotion and linkage to performance, focus on projects and key investment promotion departments under the principle of key investment promotion, give priority to professionalized oriented investment promotion teams in the distribution of special funds for investment promotion, and guarantee special funds for investment promotion for key projects. Key investment promotion activity funds can be utilized for inspecting and negotiating overseas if the project is included in the joint investment promotion key project plan by Qingdao Municipal Office for Investment Promotion (These duties shall be taken by Qingdao Municipal Office for Investment Promotion, Municipal Bureau of Commerce, Municipal Bureau of Finance, Municipal Audit Bureau, and district and municipal governments as per their functions)

  (XXXI) We shall scientifically and effectively organize and implement assessment on investment promotion; municipal governmental departments shall assessed on contract value of domestic and overseas investment, and district (city) departments shall be assessed on actual paid-in capital of domestic and overseas projects, so as to create a synergy in investment promotion. For investment promotion assessment, equal attention shall be paid to the actual fund scale and project quality, and repatriation of funds raised by introduced R&D centers, Global Top 500 enterprises, leading enterprises and overseas listed enterprises shall be included in the assessment scheme so as to form the mechanism of special assessment on joint investment promotion by departments and districts (cities) and accurate investment promotion in industrial fields. (These duties shall be taken by Qingdao Municipal Office for Investment Promotion, Municipal Bureau of Commerce and Municipal Bureau of Statistics as per their functions)

  (XXXII) We shall give full play to the role of overall plan and coordination of Qingdao Municipal Office for Investment Promotion, and intensify efforts in introduction and supervision of domestic and foreign investment projects. We shall develop negotiation and coordination rules for key investment projects, probe and solve relevant problems, perfect the all-round service guarantee system for negotiation, approval, construction and operation of key projects, set up “green channels” for information collection, on-time negotiation, rapid settlement, smooth construction and successful commission of investment projects, encourage information collection for enterprises that have been visited, contract conclusion for projects under negotiation, registration for signed projects, construction of registered projects, and commission of projects that have been under construction, and to cultivate new competitive edges of investment promotion with high-efficient services. We shall request the relevant departments and units to formulate rules for implementation in accordance with this Actions Plan, and firmly promote investment for the purpose of fostering growth drivers. (These duties shall be taken by the members Qingdao Municipal Office for Investment Promotion as per their functions)

  All supporting and awarding policies listed in this Action Plan are applicable to introduced enterprises and investment projects that pay taxes on a consolidated basis in the administrative region of Qingdao. Specific matters in the process of implementation will be interpreted by Qingdao Municipal Office for Investment Promotion and Municipal Bureau of Commerce, Municipal Bureau of Finance and Municipal Development and Reform Commission.
