Public security authorities across the city fully implemented the directives of the CPC Qingdao Municipal Committee, the Qingdao Municipal People’s Government and the Shandong Provincial Public Security Department for the Qingming Festival holiday. Emphasising bottom-line and worst-case scenario thinking, they carried out meticulous planning and organisation to ensure that all security and stability measures were executed rigorously and in detail. Law and order remained sound, road traffic persisted in general smoothness and public safety conditions were stable, with well-maintained overall social stability.
Standards were raised and command operations were strengthened to show how the CPC Committee of the Qingdao Municipal Public Security Bureau attached great importance to holiday security where they convened dedicated meetings to plan and deploy measures. Real-time video monitoring was also used to coordinate traffic safety management and security at key locations while on-site inspections were conducted to ensure all measures were effectively implemented.
A comprehensive prevention and control approach was enhanced to reinforce the safety barrier with the police department maintaining a visible presence across public spaces to dynamically adjust deployments and intensify patrols in high-density areas such as waterfront zones, plazas and commercial districts. Security measures were ramped up around areas such as roadside markets and rural fairs while targeted operations were carried out to address public order issues. In the efforts to advance this province-wide safety campaign alongside systematic efforts to identify and resolve disputes, authorities also tightened oversight of tourism order and large-scale events, monitored crowd movements in real time, improved crowd management, and coordinated forest fire prevention.
Traffic management was optimised to ensure safe and smooth travel. The daily average number of vehicles on the road exceeded 5.5 million during the holiday, up 2.4% year-on-year. Authorities strengthened citywide traffic diversion and control to implement tailored plans for major entry and exit routes and congestion-prone sections while risk inspections and rectification were intensified with strict enforcement against key violations including drink and drug driving, overloading, speeding, fatigue driving and illegal street racing. Public awareness efforts were also improved to ensure smooth operations on expressways, national and provincial highways and major urban arteries.
