The session focused on high-frequency, front-line legal challenges, with discussions spanning administrative application handling, planning permit approvals, mediation of land ownership disputes, responses to public-interest litigation over idle land, enforcement of land-use violation reports, planning review for elevator retrofits, and government information disclosure. Real-life cases were selected and systematically reviewed to extract lessons and identify best practices. Drawing on typical scenarios from recent administrative reviews, litigation cases and public complaints, the bureau’s legal affairs division outlined key legal risks, common pitfalls and standardised procedures. The division also presented practical case studies to include the identification of weaknesses through lost cases and the refinement of processes in response to public concerns. Participants expressed their praise towards how the session was grounded in reality and focused squarely on problem-solving. It combined precise interpretation of legal provisions with practical, experience-based guidance to help clarify grey areas while strengthening awareness of due process and evidentiary requirements.
The bureau said it will next leverage the city-run legal outreach program’s platform to expand case-based discussions across district branches and grassroots offices. Legal training will be brought directly to the front lines of natural resources and planning work to embed conduct improvement into case handling and support continued optimisation of the business environment in the sector through high-quality rule-of-law services.
