Functions

(1) To draft and implement the national economic and social development strategy, medium and long term plan and annual plan of the city. To organize the construction of unified plan system, to take charge of consistency of special plans, regional plans and space plans with the development plans of the city. To draft local regulations and government rules related with national economic and social development and economic system reform. To submit report on the implementation of the national economic and social development plan of the city and the draft of national economic and social development plan to Qingdao People's Congress upon consignment of Qingdao Municipal Government. (2) To propose the overall goals, major tasks and related policies of constructing a modern economic system and promoting high quality development. To organize evaluation and supervision over major strategic plans, major policies and major engineering and propose related adjustment comments and recommendations. To lead the promotion of business environment optimization and organize business environment evaluation. (3) To put forward proposals over the main targets of the national economic and social development and carry out monitor, prediction and early warn over the macro economic and social development trends of the city. To study major issues like macro economic operation, gross balance, economic security and overall industrial safety, put forward the policies recommendations and measures to implement the macroeconomic regulation. (4) To gather and analyze the fiscal and financial data of the city and participate in the research of policies on finance, currency and land. To comprehensively analyze the implementation of fiscal, financial, land and price policies and raise policies recommendation on utilizing economic levers to promote economic growth after study. To take charge of the overall size, structure optimization and monitoring of the external debts of the city. To work with Qingdao Central Branch of People's Bank of China on the construction of social credit system. (5) To guide, promote and coordinate the economic system reform of the city. To study major issues of economic reform and opening-up, organize to draft comprehensive economic reform programs, coordinate related special economic reform programs and cooperate with related government agencies to synchronize major special economic reforms. To coordinate and promote property right system and element market-oriented distribution reform. To organize the implementation of economic reform trial operation and related work of the reform pilot area. To draft and organize the implementation of investment and financing system reform programs. To organize the study the policies and measures of ownership structure adjustment and the major issues of marketization of the national economy, put forward the policies recommendations on promotion of the non-public sector of the economy reform and development. To take charge of promotion of government buying services from the social forces. (6) To take charge of overall management of fixed asset investment. To draft the adjustment objectives and policies over the total size and investment structure of the total investment in fixed assets, plan the major productive forces distribution and major construction projects of the city, and match and balance the special planning that requires the municipal government investment and major construction projects. To coordinate and promote municipal key projects. To define the approval power government investment projects and the directory of the fixed asset investment projects that need government approval. To apply and approve the project proposals, feasibility study reports (project fund application report), initial design and budget estimate of the construction projects that use funds or financing from government, international organizations and foreign government within its jurisdiction. To take charge of the approval, filing, verification and reporting of fixed assets investment projects, foreign-funded investment projects and overseas investment projects. To arrange the municipal capital construction funds and investment plans. To apply, approve and use government subsidy, re-lending and the fund application reports of interest discount investment projects. To guide and supervise the usage of construction projects with foreign loan, guide and supervise the usage direction of policy-based lending. To draft and promote the implementation of the polices and measures that encourage private investment, take charge of the promotion of government and social capital cooperation. To propose the objectives and policies on foreign investment and overseas investment strategies, planning, overall balance and structure optimization. To handle the confirmation of the domestic and foreign-funded projects that are encouraged by the nation. To take charge of the after-event supervision of the administrative approval items. To cooperate with the municipal administrative examination and approval bureau to guide the public resources transaction. To guide the development of the engineering consultation sector. (7) To take charge of promotion of the strategic adjustment of the economic structure of the city. To draft comprehensive industrial policies, coordinate the major issues of the primary industry, the secondary industry and the tertiary industry, match and balance the relevant development planning and policies, and match and balance the national economy and social development planning and programs. To put forward the development strategies and planning of key national industries of national economy, match and balance the development planning of rural economy, industry, energy, comprehensive transportation, hi-tech and services, supervise the implementation and coordinate and solve major problems happened during the development. To draft and promote the implementation of the development planning and policies of hi-tech industries and strategic emerging industries, lead and promote the entrepreneurship and investment of the newly emerging industries. To coordinate and solve the major problems in industrial upgrade and major technologies and equipment popularization and application. To study and draft the planning and policies on the development of logistics. To assist relevant department to draft planning and policies that encourage innovation and start-ups, propose the policies on innovative development and fostering new driving forces of the economic growth. (8) To put forward the city’s regional economic unity and economic cooperation development strategies and policies and coordinate regional economic cooperation. To organize to draft the county-level economic development strategies, planning and policies and guide and coordinate county-level economic development. To organize the partner assistance. To cooperate with relevant department to promote new type organizations development. (9) To take charge of the overall balance and macro-control of key commodities of the city. To study and analyze the domestic and foreign markets status, match and balance, collect and draft domestic and foreign trade development planning and annual plan. To organize to implement the import and export total quantity plan of important agricultural products like food and cotton issued by the nation. To overall balance the development planning and layout of each kind of important markets in the city and guide and regulate the markets. (10) Take charge of the policy cohesion of the social development and national economic development of the city, draft social development strategy, overall planning and the annual plan, study and draft population development planning and population policies and participate in the development policy drafting of S & T, education, culture, public health, civil affairs, employment and social security etc. To study and put forward policy recommendations on promotion of employment, adjustment of income distribution and improvement of the coordinated development of social security and economy. To coordinate the major issues and policy cohesion of social undertaking development and reform. To integrate the human resources development into the national economic and social development overall planning, draft relevant policies and measures, organize the implementation of talents engineering and talent projects of key regions and the service sectors. To cooperate with relevant government departments to promote the construction of basic public service system. (11) To promote the implementation of sustainable development strategy, put forward the policy recommendations on ecological development and economic and environment balanced development. To draft and implement the planning and policies on development of circular economy, energy resources saving and comprehensive utilization. To lead the coordination energy consumption total quantity and compulsory control, undertake the energy-saving censorship of fixed asset investment projects. To coordinate the major issues on resource-based city sustainable development. To join other related government agency to put forward the planning and policies of energy-saving and environmental protection industry, participate in the drafting of the policies on ecological compensation mechanism. (12) To compile and organize the implementation of the service sector overall planning of the city. To study and put forward service development strategy and policies. To organize and guide relevant department, district and county-level city to draft service special planning and regional service sector development planning. To coordinate and guide the relevant government agencies of the service sector. To take charge of the service sector development performance evaluation, organize the implementation the key demonstration projects of the service sector. To undertake the daily work of the service sector development leading group of the city. (13) To study and put forward the urban and rural regional economic development overall strategy layout of the city, draft development planning and raise the policy recommendations. To guide the implementation of key regional planning, coordinate to solve major problems in the key regional planning implementation, industrial layout and development funds etc. To promote the implementation of the construction of municipal replacement of the old growth drivers with the new ones comprehensive pilot area, guide and coordinate the progress of major projects of the replacement of the old growth drivers with the new ones and coordinate to solve major problems in the construction of these projects. To organize the implementation of the Marine Economic Area Development Strategy. To undertake the daily work of the municipal leading group of “Belt and Road” construction. (14) To take charge of the management of the energy industry. To draft and organize the implementation of energy development strategy, planning and policies. To put forward the energy major basic infrastructure layout of the city and organize the implementation after judging the development trend of basic industries like energy and transportation etc., coordinate to solve the major problems in energy development reform and put forward relevant policy recommendations. To coordinate to solve major problems in economic operation, adjust the economic operation, overall coordinate the coal, electricity, oil and gas security work and organize emergency schedule of major materials and commodity and the transportation. To administer the oil area within its jurisdiction. To take charge of the supervision and administration of oil and gas piping protection. To take charge of the management of safe production of the energy industry. To administer the coal mine safety supervision within its jurisdiction. To take charge of coal mine quality supervision and the relocation of the structures on coal mines. (15) To study the municipal major pricing policies and put forward pricing overall control objective and policy recommendations. To draft and organize the implementation of pricing work planning, policies and reform scheme and improve the mechanism. To coordinate with relevant government agency to define and adjust the government guidance price in accordance with the pricing catalogue and within its jurisdiction. To improve the linkage mechanism between social relief and security threshold and the price inflation and organize the implementation. To take charge of supervision, pre-warning and pricing index system construction of the market prices, draft price intervention measures and organize the implementation. To cooperate with other government agencies to verify the charging standard of administrative fee and participate in the application of administrative fee. To take charge of the after-event supervision of the pricing policies and administrative fee. To draft and organize the implementation of cost investigation and cost supervision policies. (16) To draft and organize the implementation of policies on food (including edible oil) circulation and storage and materials storage, draft the relevant local regulations and government rules. To draft planning and regulation policies of strategic materials purchasing, storage, rotation, utilization and management and organize the implementation. To undertake the administration of municipal reserved food and cotton, organize the evaluation of food safety responsibility system. To put forward the plan suggestions on the scale, varieties and overall layout of local reserved food and cotton and the municipal reserved food and cotton procurement, storage and utilization plans and organize the implementation, and draft and manage the rotation plan. To draft the construction plan of storage basic infrastructure and food circulation facilities and organize the implementation. To take charge of the administration of food circulation supervision, take charge of the safe production supervision of the food circulation sector and undertake the supervision of the safe production of the materials storage units under its jurisdiction. To take charge of food circulation supervision and check and the food circulation statistics. To draft food industrial development plan and market system construction development planning and organize the implementation.  To guide the S &T progress, technical reformation and application and publicity of new technologies of food circulation. To undertake the responsibility of food supervision pre-warning and emergency treatment. To take charge of supply administration of military food. (17) To take charge of the investment and human resources introduction of development & reform, energy, pricing and food sectors, foster, guide and support the development of the industrial associations of the sectors, and promote self-discipline of the industrial associations to play a role in serving the country, the society and the civilians. (18) To take charge of other tasks allocated by the Party municipal committee and the municipal government.
