Functions

(1) To draft the Party construction planning of the education sector and guide to implement. To take charge of investigation and research of the   major issues of Party construction in the education sector, and put forward comments and recommendations to the Party Qingdao Committee and make decision on relevant issues within its power scope. (2) To guide the grassroots Party organization construction and Party members team construction. To guide the ideological and political construction of the education sector, the school moral education and spiritual civilization. To guide the trade unions, CYL committee and women’s federation work. (3) To take charge of the Party theory publicity, press publicity, ideological and political education, maintaining stability, united front and the mass work the colleges and universities under the jurisdiction of the municipal government. To cooperate with the Party construction work of the higher education institutions under the jurisdiction of Shandong Province or ministries. To assist the Organizing Department of the Party Qingdao Committee to manage the leadership team of higher education institutions. (4) To implement the laws, regulations and policies of education sector, draft relevant local regulations and government rules. To draft and organize the implementation of education reform and development policies and planning. To take charge of the statistics, analysis and release of education basic information. (5) To take charge of the unified planning, coordination and management of the basic education (including preschool education, higher education, vocational education, private education, education for ethnic minorities and special education). To undertake the talent team construction of the education sector. To take charge of the education supervision and evaluation. (6) To take charge of the balanced development of the compulsory education and the promotion of education equity of the city. To draft the compulsory education balanced development planning of the city, rationally plan the allocation of compulsory education schools, balance the resources allocation and shorten the  compulsory education discrepancy between urban and rural areas, among districts and county-level cities and among schools. (7) To take charge of the unified management of the municipal education funds, participate in the drafting of policies on education fund raising, education fund grant, education basic infrastructure investment and student support and supervise the the education fund raising and usage at secondary schools and the below. To manage the education assistance and education loan within its jurisdiction. To undertake compulsory education expense guarantee mechanism reform. (8) To draft the secondary, elementary and kindergarten education and recruitment policies and organize to implement. To undertake the recruitment work of the municipal and private higher education institutions and secondary professional schools. (9) To take charge of the teacher work of the secondary schools, elementary schools and kindergartens, guide teacher team construction and the internal management system reform of schools. To take charge of employment related work of graduates from normal universities or schools. (10) To guide the teaching reform, education scientific research, teaching research, moral education, PE, public health, arts education and national defense education at secondary and elementary schools and kindergartens, guide participation of innovation system construction of schools and the organization of innovation and startup education. (11) To supervise, guide and coordinate the safety and stability work and the prevention and treatment of emergent accidents of the education sector, takes charge of the safety and stability work of the subordinates. (12) To take charge of the education exchanges and cooperation with foreign countries and Hong Kong, Macao and Taiwan. To undertake the investment and talent introduction of the education sector. To take charge of promotion of government buying services from the social forces. To foster, guide and support the development of the industrial associations of the education sector, and promote self-discipline of the industrial associations to play a role in serving the country, the society and the civilians. (13) To draft the language work medium and long term planning, takes charge of language work and undertake the daily work of the municipal languages work guidance committee. (14 To take charge of other tasks allocated by the Party municipal committee and the municipal government.
