Functions

 (1)To implement the laws, regulations and policies of S & T sector, draft     relevant local regulations and government rules. To draft and organize the     implementation of S & T development and foreign intelligence     introduction planning and policies. (2) To take charge of S & T   innovation. To promote innovation system construction and S & T system reform,   and improve the S & T innovation stimulation mechanism together with   relevant departments. To optimize S & T system construction and S & T institutions layout. To promote enterprises S & T innovation capacity  construction and undertake S & T integrated military and civilian  development. To undertake the daily work of the municipal S & T   innovation committee and promote the construction of the coordination and  consultation system of major S & T innovation decision-making. (3) To draft S & T development and basic research plan and organize the     implementation. To organize the construction of S & T bases like key  laboratories, technical innovation centers and engineering technical   research centers. To promote S & T resources sharing. (4) To arrange S & T resources, cooperate with relevant departments to propose policies  and measures that utilize market mechanism to allocate S & T resources,   solve administrativization in the S & T resources allocation, improve   the technical innovation chain and promote the system construction in    diversified input of S & T. To promote integration of S & T with     finance and establish the coordination mechanism of S & T financial     services. (5) To lead the establishment of the united coordination,   evaluation and supervision mechanism of municipal S & T administration     platform and S & T project funds. To propose plan and policy   recommendation on scientific research condition guarantee and manage and     supervise the municipal S & T financial investment plan (special funds     etc.) and organize the implementation. (6) To     take charge of the construction of S & T supervision and evaluation     system and the administration of relevant S & T evaluation, coordinate     the S & T credibility construction. To organize the implementation of     the innovation survey and S & T reporting system. (7) To draft major S&T projects plan and organize the implementation, coordinate research  and innovation of key generic technologies, cutting-edge technologies,  modern engineering technologies and disruptive technologies, lead and     organize major technologies breakthrough and achievement application   demonstration. 8. Draft plans, policies and measures on hi-tech development    and industrialization and S & T promotion of economic and social     development. To organize S & T development demand analysis of key S& T fields, propose key tasks and organize the implementation. To  promote the construction of technical service system related with  industrialization of hi-tech, foster development of hi-tech enterprises. To  organize hi-tech enterprise recognition. (9) To draft policies and measures     on promoting industrialization of S & T achievements and the     coordination of industry, school and research institute and organize to     implement, coordinate the industrialization of S & T achievements. To     promote the establishment of new type research institutes and S & T     commissioner system etc., promote market-oriented reform, the construction     of regional and industrial technical innovation strategy alliances and the     independent innovation capacity of enterprises. To organize S & T     awarding and evaluation. To draft the development planning of S & T     service industry, guide the development of S & T service, technical     market and S & T agencies. Cooperate with relevant authority To     undertake the business environment optimization of the S & T sector.     (10) To take charge of regional S & T innovation system construction,  guide regional innovation development, S & T resources rational layout   and collaborative innovation capacity construction, promote construction  and development of S & T industrial parks, guide the construction of   hi-tech industrial development zone, university S & T parks, S & T   enterprise incubators and international S & T cooperation bases. (11)     To draft the planning, policies and measures of S & T foreign exchanges     and innovation capacity opening-up cooperation, organize foreign S & T     cooperation and S & T talent exchanges. To coordinate and promote the     construction of international S & T cooperation platforms. To take     charge of relevant S & T foreign affairs and S & T training work.     (12) To take charge of introduction of foreign and overseas intelligence.    To draft the overall planning and plan of foreign experts introduction and   organize to implement, establish overseas high-end intelligence attraction  mechanism and key foreign expert liaison and service mechanism. To take  charge of construction and management of overseas intelligence attraction   workstations. To draft going abroad training overall planning, policies and  the annual plan and supervise the implementation. To undertake the     investment and talent introduction of the S & T sector. (13) To     cooperate with relevant authority to draft S & T talent team     construction planning and policies, establish and improve S & T talents     evaluation and incentive mechanism, organize to implement the S & T     talents plans and promote the construction of high end S & T innovation     talent teams. To organize to implement popularization of science and     science communication. To foster, guide and support the development of the     industrial associations of the S & T sector, and promote     self-discipline of the industrial associations to play a role in serving     the country, the society and the civilians. (14) To take charge of the     standard management of S & T achievements, S & T confidentiality,     technical markets and S & T information markets. To take charge of S     & T publicity, S & T information, national defense S & T     mobilization, S & T emergency management, S & T safe production and     relevant S & T statistics administration and services. (15) To complete     other tasks allocated by the Party municipal committee and the municipal     government. (16) Functional transformation. To organize and promote the     government function transformation of the system, administration and     institute decentralization, supervision method innovation and optimization     of government services in accordance with the requirements of the Party     Central Committee, the State Council, the Party Shandong and Qingdao     committees and the Provincial and Qingdao municipal governments on     government function transformation and approval items convenience. To     strengthen, optimize and transfer the government S & T management and     service functions in the implementation of national rejuvenation through     science and education, talents powerhouse strategy and innovation-driven     development strategy, complete S & T innovation system and     organizational system, strengthen macro- administration and coordination, reduce     micromanagement and specific approval items, optimize power operation flow     and strengthen concurrent and after-event supervision and scientific     research credibility construction. To further improve the S & T     talents evaluation mechanism, establish and improve the S & T talents     evaluation system and incentive policies that are dominated by innovate     capacity, quality, contribution and performance, coordinate the S & T     talent team construction and introduction of foreign intelligence. (17) The     responsibilities division with the municipal human resources and social     security bureau.
